Enforcement
The Housing Code requires that a Certificate of Inspection by obtained from the Department of Buildings & Housing PRIOR to the sale, lease, or rental or occupancy of any residential space or property. The purpose of the inspection is to certify that the room, dwelling, apartment or space is fit for human habitation and is in compliance with all applicable Federal and State laws and borough ordinances.
Adopted Regulations
For the purpose of providing regulations for the protection of public health, safety and welfare in existing buildings within the Borough, pursuant to Ordinance 10-9, the International Property Maintenance Code, 2015 Edition, and any subsequent supplements or amendments thereto or new editions thereof, has been adopted as the Property Maintenance Code of the Borough of Highlands.
Application for Certificate of Inspection
The process of scheduling your Inspection and obtaining your Certificate of Inspection, is as follows:
- Complete an Application for Residential Certificate of Inspection and Email it to the Housing Secretary
- Schedule your inspection by calling the Housing Secretary at 732-872-1224, ext. 204.
- Provide access to the property to be inspected.
Housing Inspections and What to Expect
Inspections are conducted by licensed/certified building/fire inspectors to the standards adopted by the Borough of Highlands. Refer to the Residential Certificate of Inspection Checklist as guide to what you may expect from our inspection process. Residential Certificate of Occupancy Inspections are conducted in coordination between inspectors from the Department of Buildings & Housing and the Fire Prevention Division.
Fees
HOUSING INSPECTION FEES: § 10-2.2
- First Sales Inspection: $100
- First Rental Inspection: $100
- Each Reinspection: $50
FIRE PREVENTION FEES: § 11-8
- More than 10 days from Inspection date: $45
- 4-9 days from Inspection date: $90
- 1-4 days from Inspection date: $125
Fees due at the time of Inspection scheduling are combined for purposes of payment. One payment in the amounts below cover both Housing and Fire prevention Inspection.
- First Sales/Rental Inspection scheduled more than 10 days from Inspection date: $145
- Expedited Inspection scheduled 4-9 days from Inspection date: $190
- Expedited Inspections scheduled 1-3 days from Inspection date: $225
