PUBLIC NOTICE
Attention: Property and Business owners residing on or adjacent to affected sections
of the following areas:
- Portland Road from Riker Street to the Borough Terminus

Project Title: Portland Road Drainage and Roadway Improvements Project
Dear Property or Business Owner:
The Borough of Highlands is utilizing a 2024 NJDOT Local Aid to partially fund the project referenced above. The Borough has awarded the contract to JR Ientile Inc.
The following information applies:
- Test pitting began within the project limits the week of November 4th to coordinate any potential utility conflicts prior to construction beginning.
- Potential conflicts with New Jersey Natural Gas’ (NJNG) utility presented itself in a handful of locations, pausing operations.
- NJNG plans to coordinate and relocate the 2” plastic gas line along Portland Road within the vicinity of potential conflicts. This is ongoing.
- This work, per NJNG, should have no impact on services. Work will be conducted in a safe manner within typical business hours.
- Design and Construction coordination will occur throughout the next few weeks, with utility relocation taking place by the end of year.
- Detailed schedule updates will be made, when available.
- Upon completion of the Gas relocation, the Portland Road Project will commence in full.
- The duration of the drainage and paving project work is expected to be approximately 60 days.
- No work will be performed on weekends.
- When possible, work will occur on the shoulder to keep traffic flow open.
- In the event that sections of Portland Road require to be closed, traffic flow will be directed to Grand Tour.
- Please follow all posted signage for detours.
- Portland Road may periodically be slowed down for material deliveries, such as Concrete.
- Portland Road will remain open during non-work hours.
- Residents are to be aware and adhere to no parking signage posted in the area of construction.
- Staging will commence no earlier than 7 am. Work will commence no earlier than 8 am.
