The Borough of Highlands has many groups that serve our community in different ways.  Groups vary from history to the arts, gardening to scouting and everything in between. First Time Homebuyer Program

Through the First Time Homebuyer Program, the County partners with local lending institutions and nonprofit organizations to provide grants in the form of interest-free deferred second mortgages for down payment assistance. This program created by the US Department of Housing and Urban Development and was established to assist lower income families to purchase a home.

  • You MUST BE a resident of Monmouth County for 1 YEAR before applying for a grant.
  • ALL applicants must complete a pre-purchase housing counseling course and provide a certificate of completion with the First Time Homebuyer application.
